【 摘 要 】

South Asian countries, facing challengesin efficiently meeting growing electricity demand, canbenefit from increased cross-border electricity cooperationand trade by harnessing complementarities in electricitydemand patterns, diversity in resource endowments for powergeneration, and gains from larger market access. The regionhas witnessed slow progress in expanding regionalelectricity cooperation and trade, and undertaking neededdomestic sector reforms. Although bilateral electricitysector cooperation in the region is increasing, broaderregional cooperation and trade initiatives have lagged inthe face of regional barriers and domestic sectorinefficiencies. Deeper electricity market reforms are not anecessity for further development of cross-borderelectricity trade, but limited progress in overcomingregional and domestic barriers will limit the scope of theregional market and the benefits it can provide.
