【 摘 要 】

The DOE established the Groundwater Monitoring Program (GMP) (WP 02-1) to monitor groundwater resources at WIPP. In the past, the GMP was conducted to establish background data of existing conditions of groundwater quality and quantity in the WIPP vicinity, and to develop and maintain a water quality database as required by regulation. Today the GMP is conducted consistent with 204.1.500 NMAC (New MexicoAdministrative Code), "Adoption of 40 CFR [Code of Federal Regulations] Part 264,"specifically 40 CFR §264.90 through §264.101. These sections of 20.4.1 NMAC provide guidance for detection monitoring of groundwater that is, or could be, affected by waste management activities at WIPP. Detection monitoring at WIPP is designed to detect contaminants in the groundwater long before the general population is exposed. Early detection will allow cleanup efforts to be accomplished before any exposure to the general population can occur. Title 40 CFR Part 264, Subpart F, stipulates minimum requirements of Resource Conservation and Recovery Act of 1976 (42 United States Code [U.S.C.] §6901 et seq.) (RCRA) groundwater monitoring programs including the number and location of monitoring wells; sampling and reporting schedules; analytical methods and accuracy requirements; monitoring parameters; and statistical treatment of monitoring data. This document outlines how WIPP intends to protect and preserve groundwater within the WIPP Land Withdrawal Area (WLWA). Groundwater protection is just one aspect of the WIPP environmental protection effort. An overview of the entire environmental protection effort can be found in DOE/WIPP 99-2194, Waste Isolation Pilot Plant Environmental Monitoring Plan. The WIPP GMP is designed to statistically determine if any changes are occurring in groundwater characteristics within and surrounding the WIPP facility. If a change is noted, the cause will then be determined and the appropriate corrective action(s) initiated.
