This Regulation sets forth procedures and principles of high level of protection in a consistent and effective manner in order to prevent major accidents involving hazardous substances and to lessen their adverse impacts on people and environment. This Regulation shall apply to establishments where hazardous substances are present in quantities equal to or in excess of the quantities listed in Part 1 and 2 in Annex-I.
