【 摘 要 】

In Canada, as in most countries, the use of procurement contracts from the Department of Defence has become an instrument of economic development. All regions of Canada are seeking their share of the benefits associated with the defence sector, a process framed since 1986 by the Industrial and Regional Benefits (IRB). Since the beginning of the 1980s, Québec's performance was very confused if not disappointing for some time. In the context of the reform of the IRB policy and given that the defence industrial base in Québec specializes in maintenance activities, the political and economic actors have not mobilized to claim the benefits of the defence for years and Quebecers, in general, do not associate to military affairs, the conditions are not favourable to increase these benefits for the province. The authors conclude that Québec would have advantage to get other types of benefits, civil rather than military, which would be more structuring for its economy.
