The conflicts of stakeholders related to public development projects conducted by government or public organizations become more complex and diverse because of characters, background and social system of region and business. Particularly, conflicts related to conduct of national projects which have concerns of environmental destruction according to exploitation are getting worse. From 1990 to 2008, among conflicts related to 624 domestic public policies, there are 89 conflicts related to development and preservation and it takes about 33%. Among methods to meditate those conflicts, the most proportion was cancellation by force through administrable conduction. Conflict meditation through meditation and operation took very minor part.The most representative case of public policy that was foundered due to false of managing conflicts is YoungWol multipurpose dam construction project which conducted in 1997 by Korea water resource corporation and cancelled in June 2000, because of renunciation of government. At that time related to YoungWol multipurpose dame construction, many participation groups couldn;;t find a middle point because of lack of communication, intervention of outer environment, and lack of active meditating efforts of meditators so conflict resolution was failed and business was abandoned. Contrary to this, among public conflicts which are now on issue, ;;Sihwa area development project;; is a case that meditated public conflicts reasonably, with Governance Mechanism.In current study, Sihwa new town development meeting is analyzed from the governance systemic view as a public conflict managing mechanism and through this, meaning as a conflict mechanism of this governance mechanism is analyzed by unpacking the acceptance and durability of the base compound.For this, theoretical consideration was conducted by analyzing the previous study results about governance which applied the decision-making principle of theoretical consideration, participation and consultation of public conflicts for the beginning and based on this, analysis frame of study was composed. Based on this analysis frame of study, conflict contents related to Sihwa MTV project which is the birth background of Sihwa newtown meeting and first agreement were researched and analyzed, points of proper development size of Sihwa MTV and cases around Sihwa regional environment destruction repair fund were analyzed as main political issues. Through this, Sihwa newtown development meeting was analyzed from governance systemic view and analyzed the contents of conflict resolution through Sihwa newtown development meeting by applying the evaluation criteria, which are consisted of acceptance, durability, and relationship alteration. After, implications were drawn. Sihwa newtown meeting was consisted of not only government, business conductor, local government, but also including various people and organizations such as local residents, civil organizations, and scholars. So, conflicts points around Sihwa MTV were analyzed, learnt, and discussed at various sights so confidential relationships among members were formed. Also by applying a unique decision-making form which follows unanimity, meeting was managed to deduct a reasonable alternative which all participants can be satisfied. Also, discussion result of Sihwa newtown development result was 100% revealed in order to assure the clarity of discussion. As a result, agreement content which was drawn from Sihwa newtown development meeting could make possible to get high acceptance and durability for stakeholders themselves, and it affect a lot of formating their relationships, to make discussion system strongly, which is based on mutual trust.In current study, to effectively apply governance mechanism to conflict management, a conclusion that 4 factors should be equipped is made. 4 factors are as follows: the systemic device that all pro and cons toward a policy can participate, securing systemic communication, agreement system which can maximize the acceptance of agreement, securing reliability through sharing all informations. The agreement which was produced under the governance mechanism which equipped all these factors has very high acceptance and durability, and a conclusion was drawn that in long terms, it can repair mutual relationship of stakeholders. Of course there is lack of drawing theoretical implication of common conflict management from this single conflict case, but it is judged to be utilized as a good conflict managing mechanism if special factors which Sihwa newtown development meeting have and other public conflicts which have various specialities are combined well.
