The purpose of this study is to determine the role of the Downtown Development Authority and Tax Increment Financing in terms of revitalizing deteriorated central business districts. If these tools are beneficial to communities in revitalizing central business districts, how can the information acquired from this study be used to develop a model that would be beneficial in other communities that are not succeeding with efforts taken to revitalize their central business districts. The information acquired as a result of the study can be utilized to develop a model that can be tested in distressed communities such as the city of Saginaw or Flint. The study should be beneficial in identifying approaches used by DDAs that could possibly be transferred to other cities. The applicability and basis for applicability of these techniques in other locales are also identified and substantiated as part of this study.
