The national trend of coordinating the financing of health insurance in the United States has become a controversial debate in American political forums. A consumer-choice plan developed by the Heritage Foundation promotes market mechanisms by reforming the current tax code for health benefits. The objectives of the Heritage plan are cost containment and to ensure all individuals have access to health insurance. The Heritage Plan will be compared in detail to two alternative approaches of financing health insurance. These alternatives are a single-payor plan (Canadian System) and ;;play or pay;; plan (Mitchell Health America Act). The mechanism used to evaluate the three alternatives is a social science goal analysis methodology that uses dimensionless part/whole percentages to generate an optimal choice between the alternatives. Each alternative is evaluated upon four variables: 1) access to health insurance; 2) cost containment; 3) economic impact upon the federal deficit, and 4) economic impact upon the wage and labor market of businesses. This paper explores these variables and other factors which have substantially contributed to the externalities brought on by the present methods of financing health insurance in the United States. The study concludes that the Heritage Foundation Consumer Choice alternative is the most optimal model to finance national health insurance.
