This report was developed for thePakistan government and other stakeholders to present policyand institutional underpinnings for the new competition lawframework.An effective competition law-policy aims toprovide equal opportunities for all capable entities toparticipate in the economy, thereby creating opportunitiesfor entrepreneurship and giving rise to innovation.Thereport concludes with policy, institutional framework,organizational design, guidelines for regulations and athree year action plan to accomplish these objectives.
