【 摘 要 】

Tropical storm Ondoy (international nameKetsana) hit the Philippines on September 26, 2009, causingwidespread flooding Tropical storm Ondoy was quicklyfollowed by typhoon Pepeng (international name Parma). Itinitially brought powerful winds with gusts of up to 230km/hr then an extended period of heavy rains, withcumulative rainfall amounts exceeding 1,000 mm in someareas. The resulting river floods have been estimated tohave a return period of around 50 years, meaning thatstatistically speaking, such a rainfall event occurs onaverage once in every 50 years. Ondoy and Pepeng resulted inlarge numbers of affected persons and casualties. TheGovernment declared a National Sate of Calamity on October2nd. The Department of Finance requested developmentpartners to undertake a Post-Disaster Needs Assessment(PDNA) jointly with the Government. In response, developmentpartners organized a team of local and international expertsto initiate the Post-Disaster Needs Assessment (PDNA)process for Ondoy and Pepeng with Government agencies. Theneeds for financing are large, but the cost of doing nothingwould be larger still. This PDNA estimates the total cost ofrecovery and reconstruction at US$ 4.42 billion.
