【 摘 要 】
Building Urban Resilience in East Asiais a World Bank program that aims to increase the resilienceof cities to disasters and the impacts of climate change byusing a risk-based approach to making public investmentdecisions. The objective is to demonstrate a scalablemethodology and practical tools for risk assessment that canbe used for city-level investment decisions. Working closelywith the stakeholders involved in land use planning andinfrastructure development, phase one of this programidentified the major challenges facing urban decision makersin terms of risks from natural disasters and climate changeand now offers open-source risk assessment tools that can beused by city-level institutions, other communities, privateinvestors, and planners of infrastructure services. Phasetwo explores different investment options, management plans,and capacity building needs. The goal is to formulate astrategy in which flexible and 'low-regret'measures can be cost-effective even when risks areuncertain. Taking into account future risks anduncertainties, resilience relies on redundancy. Citiesfacing difficult decisions about scarce resources andinvestments strive for efficiency. Financial approaches tourban disaster resilience should reduce the negative impactsof disasters on individuals and communities, the privatesector, and public entities.
