【 摘 要 】
Strong cyclical dynamics, together withan easing of macroeconomic policies in the United States andelsewhere, have boosted large parts of the global economy,into the initial phase of a recovery in 2002. Nonetheless,the global recovery is fragile, because investment spendingis insufficient to underpin continuing growth, althoughlong-term prospects remain promising. Although globalcompetition is creating new opportunities for developingcountries, harnessing globalization requires reducingbarriers to competition, using targeted interventionscarefully, but essentially, supported by sound publicinvestments. International agreements on investment, andcompetition policies can provide benefits throughreciprocity, while agreements on investment policy arelikely to have strong development effects, only if they dealwith the big issues facing developing countries.Consequently, competition agreements should focus onrestraints to competition that hurt developing countries:policy barriers in markets abroad; private restraints oncompetition; and, trade restraints officially sanctioned.
