The objective of this paper is todiscuss some obstacles and opportunities presented bypopulation processes in order to prioritize areas forinvestment and analytical work as background information forthe 2007 HNP Sector Strategy. Within HNP, two areas fallwithin population: (1) reproductive, maternal, and sexualhealth issues, and the health services that address them;and (2) levels and trends in births, deaths, and migrationthat determine population growth and age structure. Many ofthe aspects of delivery of sexual and reproductive healthservices are addressed in the overall sector strategy. Thispaper, therefore, focuses on the determinants andconsequences of demographic change, and on policies andinterventions that pertain to fertility and family planning.The paper consists of five sections. First, this sectiondefines the scope of population as used in the HNP sector,and the areas that will be considered in this note arespecified. This is followed by a description of recenttrends in demographic indicators that have created thedemographic backdrops for addressing development issues. Thethird section discusses the role the World Bank can play inpopulation issues and places population within the contextof economic growth, poverty reduction, and equityconsiderations. The fourth section deals with the globalpolicy context since the 1994 Cairo International Conferenceon Population and Development (ICPD) which has guided thepriorities of developing countries and donors in the past 13years. The final section discusses collaboration betweenWorld Bank and partner development agencies in addressingdifferent aspects of population.
