【 摘 要 】
Assuming a given educational policy, therecent brain drain literature reveals that skilled migrationcan boost the average level of schooling in developingcountries. This paper introduces educational subsidiesdetermined by governments concerned by the number of skilledworkers remaining in the country. The theoretical analysisshows that developing countries can benefit from skilledemigration when educational subsidies entail high .fiscaldistortions. However when taxes are not too distortionary,it is desirable to impede emigration and subsidizeeducation. The authors investigate the empiricalrelationship between educational subsidies and migrationprospects, obtaining a negative relationship for 105countries. Based on this result, the analysis revisits thecountry specific effects of skilled migration upon humancapital. The findings show that the endogeneity of publicsubsidies reduces the number of winners and increases themagnitude of the losses.
