【 摘 要 】

Water is a fundamental platform foreconomic and social development, and contributes to reducingmultiple dimensions of poverty. It is essential to food andenergy security, industrial growth, and the protection ofecosystems. Water has been going through unprecedentedpressures as growing populations and economies haveincreased demand and at the same degraded supplies. As aresult, water insecurity has become one of the greatestrisks facing the world today. The WPP's strategicaction plan describes the program's vision andstrategic directions for its second phase, running from July2012 to June 2016. It explains the rationale for scaling-upactivities and provides details of the structural changesunder second phase. The objectives, impacts, and expectedoutcomes of second phase are outlined in the next section.In addition, the strategic action plan includes plans toscale up partnership efforts, communications and knowledgemanagement. Finally, it presents a new results framework tomeasure the impact of second phase.
