【 摘 要 】
Poor people living in slums are atparticularly high risk from the impacts of climate changeand natural hazards. They live on the most vulnerable landwithin cities, typically areas deemed undesirable by othersand thus affordable. This study analyzes the key challengesfacing the urban poor, given the risks associated withclimate change and disasters, particularly with regard tothe delivery of basic services, and identifies strategiesand financing opportunities for addressing these risks. Themain audience for this study includes mayors and other citymanagers, national governments, donors, and practitioners inthe fields of climate change, disaster-risk management, andurban development. The work is part of a broader programunder the Mayor's task force on climate change,disaster risk and the urban poor. The study is organized infour chapters covering: 1) a broad look at climate changeand disaster risk in cities of the developing world, withparticular implications for the urban poor; 2) analysis ofthe vulnerability of the urban poor; 3) discussion ofrecommended approaches for building resilience for the urbanpoor; and 4) review of the financing opportunities forcovering investments in basic services and other needsassociated with climate and disaster risk.
