The handbook consists of seven chaptersand two appendixes that look at how broadband is defined,why it is important, and how its development can beencouraged. Throughout the handbook, broadband is viewed asan ecosystem consisting of supply and demand components,both of which are equally important if the expansion ofbroadband networks and services is to be successful. Inaddressing the challenges and opportunities to whichbroadband gives rise, the handbook discusses the policiesand strategies that government officials and others shouldconsider when developing broadband plans, including whatlegal and regulatory issues to address, what broadbandtechnologies to choose, how to facilitate universalbroadband access, and how to generate demand for broadbandservices and applications. Chapter one, 'buildingbroadband,' introduces the concepts of broadband bydefining the term 'broadband' more conventionally(that is, speed or functionality) as well as explaining howthis handbook seeks to define the term as broadband comes tobe seen as an enabling platform. Chapter two, 'policyapproaches to promoting broadband development,'identifies the issues that governments and the privatesector will face when developing policies and programs tosupport broadband development. Chapter three, 'law andregulation in a broadband world,' discusses the keypolicies and regulatory trends that policy makers andregulators are considering to foster broadband. Chapterfour, 'extending universal broadband access anduse,' discusses what roles governments should play inpromoting universal broadband access when market mechanismsdo not meet goals for broadband access and use on their own.Chapter five, 'technologies to support deployment ofbroadband infrastructure,' focuses on the supply sideof the broadband ecosystem. It describes the variouswireline and wireless technologies now being used to buildout broadband infrastructure, including examples ofbroadband deployments throughout the world. Chapter six,'driving demand for broadband networks andservices,' recognizes that, although supply-side issuesare important, simply building networks do not guaranteethat they will be used or used most effectively. Chapterseven, 'global footprints: stories from and for thedeveloping world,' addresses the main challenges thatdeveloping countries face in deploying broadband networks,including underdeveloped infrastructure, low income,significant differences between rural and urban areas,constrained inter- and intra-modal competition, andweaknesses in regulatory and legal frameworks.
