【 摘 要 】

This volume presents a set of PolicyNotes prepared by the World Bank's Brazil Team withpartners during 2002 as a contribution for the debate ofpolicies by the new federal and state governments elected inOctober 2002. The objectives of making these Policy Notesavailable to a broader audience is twofold. It couldcontribute to the discussion in Brazil and elsewhere aboutpublic policies to be formulated by the Braziliangovernments for the period 2003-2006, and beyond. It couldalso serve as a vehicle to exchange lessons of experiencefrom Brazil to the rest of the world and vice versa. Sincethe Policy Notes were written for an incoming administrationthat would be well familiar with recent developments inBrazil, they do not attempt a comprehensive assessment ofBrazil's impressive recent progress but rather focus onthe challenges in areas where World Bank and related partnerexperience appears relevant. The Policy Notes were preparedduring 2002, a period during which economic uncertaintiesmounted ahead of the presidential elections of October 2002.They do not reflect information on the important policydiscussions and developments after the elections. Thesenotes do not deal with all policy issues of relevance forBrazil. Even on those issues which are addressed, theassessment may be focused on specific aspects. The selectionof topics and the emphasis in the Policy Notes are, thus,driven by policy priorities and their timeliness. The PolicyNotes do not attempt to present a comprehensive policyagenda; rather, they are meant to constitute timelycontributions for discussions. The initial objective was topull together findings of past World Bank Group studies,based on numerous other work by Brazilian and internationalauthors, and experiences on Brazil, as well as relevantinternational experiences, and make them available to thenew governments in a synthetic form.
