This handbook is designed as a referencesource for two distinct user groups involved in thedevelopment of government bonds markets: 1) seniorgovernment officials responsible for developing thegovernment bond market; and 2) individuals responsible forguiding the market development process at the operationallevel, and who have a substantial need to understand thepolicy issues involved. The handbook is structured asfollows: Chapter 1 provides an overview of certain policyconsiderations relevant to developing a government bondmarket. This overview considers key issues, but at a levelof generality appropriate for senior govenrment offcialsresponsible for making key strategic decisions. Theremaining eleven chapters present more detailed discussionsof key policy issues, including substantive considerationsrelating to implementation. The handbook's primaryemphasis, however, focuses on the policy dimension ofdeveloping medium-and long-term bond markets. It is notintended as a technical manual for use by individualsengaged in day-to-day implementation or operations. Thehandbook also provides bibliographic and website referencesfor those interested in pursuing further issues covered. Acomprehensive glossary of terms related to securitiesmarkets appears at the end of the handbook.
