【 摘 要 】

Private financial flows to developingcountries, such as debt,equity, remittances, andprivate charitable giving, haveincreaseddramatically over the past 20 years. Onecommentator has eventrumpetedthe privatizationof foreign aid. Since privatecharitable givingremains small and developing countrygovernmentsare borrowing more, not less, fromofficial sources, this claim ismisleading. Butunprecedented sums are indeed flowing totheprivate sector in developing countries.
