【 摘 要 】

This Trade Competitiveness Diagnostic(TCD) toolkit provides a framework, guidelines, andpractical tools needed to conduct an analysis of tradecompetitiveness. The toolkit can be used to assess thecompetitiveness of a country's overall basket ofexports, as well as specific traded sectors. It includesguidance on a range of tools and indicators that can be usedto analyze trade performance in terms of growth,orientation, diversification, quality, and survival, as wellas quantitative and qualitative approaches to analyze themarket and supply-side factors that determinecompetitiveness. The toolkit facilitates the identificationof the main constraints to improved trade competitivenessand the policy responses to overcome these constraints. Theoutput of a TCD initiative can be used for a wide variety ofpurposes. The TCD toolkit is intended for policy makers andpractitioners involved in analysis of trade performance anddesign of trade and industrial policy.
