The present report on the Administrativeand Regulatory Barriers to Business is part of an ongoingWorld Bank analytical and advisory support to the Governmentof Bulgaria in the area of regulatory reform. Since 2006,the World Bank has provided analytical and advisory supportto the government in this area. In 2007, the Bank reviewedadministrative procedures in the tourism, food, and roadtransportation sectors, calling for reduction andsimplification of certain burdensome administrative regimesand emphasizing superfluous regulation at the municipalitylevel. This report aims to identify ways in which Bulgariacan further remove obstacles to business regulation,recognizing that achieving pre-crisis growth levels, raisinglabor productivity and improving the business environmentwill require continued reforms to eliminate administrativeand regulatory barriers to business. The report serves threepurposes, such as: 1) providing the economic backdrop andcomparators of Bulgaria's regulatory environment; 2)reporting on survey results including assessments by andperceptions of senior managers of Bulgarian enterprises; and3) identifying strategic reform recommendations, includingregulatory changes, institutional upgrading and capacitybuilding, and legislative amendments.
