The Annual World Bank Conference onDevelopment Economics (ABCDE) is a forum for discussion anddebate of important policy issues facing developingcountries. The conferences emphasize the contribution thatempirical economic research can make to understandingdevelopment processes and to formulating sound developmentpolicies. Conference papers are written by researchers inand outside the World Bank. This year's ABCDE includedsessions on the following themes: industrial policy anddevelopment; social capital, institutions, and development;financial crisis and regulation; the road to a sustainableglobal economic system; and innovation and competition. Inlight of the global financial crisis, speakers touched onfundamental questions: what caused the current crisis, andhow can the world economy recover?Are the standardprescriptions of development economics adequate to the task?Should developing countries alter their basic growthstrategies? What is the proper role of the state? Shoulddeveloping countries reexamine their commitment to freetrade? How can global imbalances be rectified (especiallybetween China and the United States)? Within the globalizedfinancial system, how can regulation are improved? Inattempting to answer these questions, many of the speakerssearched for solutions in the lessons offered by theexperience of Korea and other East Asian countries, whichreacted with varying degrees of success to the financialcrisis of the late 1990s. This volume includes selectedpapers from the conference as well as keynote addresses bySaKong, chairman of the Korean G-20 summit coordinatingcommittee, and two distinguished economists: Anne Krueger,Stanford University and Johns Hopkins University, and SimonJohnson, Massachusetts Institute of Technology.
