The Government of the Republic of Ugandahas requested an update of the 2006 Diagnostic TradeIntegration Study (DTIS) and has asked the World Bank totake the leading role in this exercise. The update'sobjectives are: (a) to take stock of progress in themainstreaming of trade in the national development plan andof the implementation of action matrix recommendations; (b)to complement and deepen the analysis in selected areas; and(c) to revise and update the action matrix to take accountof the evolving context since 2006. The aim of the analysisis to assist the Government of Uganda in defining an overallcompetitiveness strategy for inclusive, job creatingexport-led growth, and to further mainstream trade, inparticular regional trade integration, into the generalpolicy orientation defined by Uganda's key policydocuments, including the 2010 National Development Plan(NDP). Regional integration can be a key instrument torealize these objectives, provided that commitments areadhered to and that the regional agenda develops around thegoal of an open, competitive single market in goods andservices. Building on the Government of Uganda'sstrategic documents and the results of missions on theground, the DTIS update provides practical, detailedguidance to achieve these objectives through in-depthanalysis and an overall action matrix.
