【 摘 要 】
Trade reform in Latin America in the1980s and 1990s was in significant part a reform ofpolicy-making institutions. The institutions that existedwhen the reforms began had been created in response toparticular protectionist pressures at particular times, andafterward they were controlled by the interests on whosebehalf they had been created. This book was prompted bypreliminary evidence suggesting that the reforms have beenbetter sustained in Peru than in Argentina. Peru hascontinued its liberalization whereas Argentina has imposed anumber of new trade restrictions. Moreover, decisions onmany of Argentina's restrictions have not gone throughthe new mechanisms. The objective of this book is to drawlessons from Peruvian and Argentine experience that will beuseful to governments that want to maintain an open traderegime. From a positive perspective, the authors want toidentify what the Peruvian government has done that has keptits liberalization moving forward. The Peru study focuses onhow reform leaders in that country have reinforced theevolution of a new management culture and how they havedisseminated widely in Peruvian society a positive vision ofPeru in the international economy.
