【 摘 要 】
This paper is intended to provide anassessment of the impact of the silent revolution of thelast three decades on moving governments closer to people toestablish fair, accountable, incorruptible and responsivegovernance. To accomplish this, a unique data set isconstructed for 182 countries by compiling data from a widevariety of sources to examine success toward decentralizeddecision making across the globe. An important feature ofthis data set is that, for comparative purposes, it measuresgovernment decision making at the local level rather than atthe sub-national levels used in the existing literature.The data are used to rank countries on political, fiscal andadministrative dimensions of decentralization andlocalization. These sub-indexes are aggregated and adjustedfor heterogeneity to develop an overall ranking of countrieson the closeness of their government to the people. Theresulting rankings provide a useful explanation of the ArabSpring and other recent political movements and waves ofdissatisfaction with governance around the world.
