【 摘 要 】
The roots signify the origins andinitial steps taken to build a coalition and the associatedteething problems; the trunk represents efforts towardsustaining the organization s existence and growth; and thebranches highlight the collective actions undertaken by thecoalition in fulfillment of its aims and objectives. Inpreparing this book, and based on their unique experiences,Tanzania, Kenya, and Uganda respectively focus theirchapters on the roots, trunk, and branches. To further thetree analogy, each country s chapter draws parallels ormakes comparisons with what pertains in the other twocountries, to show how they benefit from each other in anongoing knowledge exchange. Chapter two (Putting Down Roots,Tanzania) has three main sections: an overview of thecountry context and health reform agenda; a discussion ofthe experiences of MSG-Pharma, Tanzania s multi-stakeholderbody, in setting up a coalition, and lessons learned. Theseoutline the reasons leading to the establishment of themulti-stakeholder group and describe how challenges metduring its formation stages were overcome. Chapter three(growing a strong trunk, Kenya) provides insights into theapproaches employed by Kenya s multi-stakeholder coalition,the Forum for Transparency and Accountability inPharmaceutical Procurement (FoTAPP), in order to sustain theinterest and commitment of key stakeholders. It presents abrief description of the Kenyan context in relation to thepharmaceutical sector, highlighting challenges in thesector, and the importance of a multi-stakeholder coalitionamid other reform platforms. Chapter four (branching out andbearing fruits, Uganda) describes the opportunities,challenges, and rewards associated with designing andimplementing a joint intervention in furtherance of thegoals of the Medicines Transparency Alliance (MeTA), thecoalition in Uganda. It also illustrates how the coalitionhas been Able to inform policy dialogue and reform effortsin the health sector.
