Evaluation Capacity Building (ECB) is anoften-discussed topic in developing countries and theirpartner international institutions. This book takes on anelusive yet frequently mentioned concept in developmentevaluation ECB. Differences and divergences were apparent inthe spring of 2009, when the International DevelopmentEvaluation Association (IDEAS) held its biannual globalassembly in Johannesburg, South Africa, around the theme of'getting to results: evaluation capacity building anddevelopment.' What became apparent was that a number ofchallenges had already been identified, but that trying tocapture lessons learned on effective strategies wasdifficult, because of the failure to agree upon a unique andcoherent definition of ECB, its various objectives and widescope, and the diversity of institutional contexts in whichit takes place. This book brings together the key papersfrom that global assembly, as well as new papers thatreflect on what was learned and shared at the conference.
