【 摘 要 】
This report provides tentative leadstoward such policy prescriptions, based on an overview ofthe empirical evidence. Chapter one sets the stage byputting Africa's export-survival performance intoperspective and proposing a framework that will guide theinterpretation of empirical evidence throughout the report.Chapter two covers country-level determinants of exportsustainability at origin and destination, including theexporting country's business environment. Chapter threeexplores some of the firm-level evidence on what drivesexport sustainability, including uncertainty, incompletecontracts, learning, and networks. Finally, chapter fouroffers tentative policy implications. The main conclusionsfrom this overview of the causes of Africa's low exportsustainability should be taken with caution both because ofthe complexity of the issue and because of the veryfragmentary evidence on which the overview is based. Theauthor should be more cautious in drawing policyimplications, as hasty policy prescriptions are the mostcommon trap into which reports of this kind can fall. Afirst, solid conclusion is that the author needs substantialadditional work on the nature and causes of low exportsurvival rates in developing countries to determine the pathto high export sustainability.
