This paper attempts to be a practicalstep-by-step guide to prepare and carry out benchmarking andimpact analyses of projects. It's purpose is to attemptto present analytical tools solidly grounded in economictheory all while focusing on the practical questions ofevaluations. Little space is given to theory, in order tospend more time on the actual steps involved, trying to makethis paper as easy-to-use as possible. The paper is dividedin two parts: the first part gives a rationale forquantitative evaluations and provides detailed operativeguidance for benchmarking and impact evaluation (Chapter1-4); and the second part provides templates for the toolsneeded in an evaluation, such as a data collectionchecklist, a focus group guide, and an example Terms ofReference (TOR) to subcontract an impact evaluation (Chapter 5).
