This is the Global Program Review (GPR)of the Forest Carbon Partnership Facility (FCPF). Theobjectives of the Facility are: (a) to assist eligibleReduced Emissions from Deforestation and Forest Degradation(REDD) countries in their efforts to achieve emissionreductions from deforestation and/or forest degradation byproviding them with financial and technical assistance inbuilding their capacity to benefit from possible futuresystems of positive incentives for REDD; (b) to pilot aperformance-based payment system for emission reductionsgenerated from REDD activities, with a view to ensuringequitable benefit sharing and promoting future, large-scalepositive incentives for REDD; (c) to test ways to sustain orenhance livelihoods of local communities and to conservebiodiversity; and (d) to disseminate broadly the knowledgegained in the development of the Facility and implementationof readiness preparation proposals and emission reductionprograms. This review concludes that that the FCPF has beenan innovative program that has added significant value atthe global level in defining the modalities of REDD+ and hasproduced a roadmap for countries to achieve REDD+ readiness.The FCPF has been willing to take risks and pioneer new waysof doing business. It has created a space for inclusive andtransparent debate among donors, forested developingcountries, civil society, indigenous peoples' groups andforest-dependent communities around REDD+. FCPF managementcould enhance its effectiveness by revisiting itssupervision formulas, taking advantage of internal WorldBank reforms relating to micro and small grants, and bydeveloping a programmatic results framework that is morereflective of the technical assistance and financialservices that it provides.
