This study is part of a World Bankreview of major issues in agribusiness in the Philippinesthat aims at (i) strengthening the analytical underpinningsof the current and future portfolio of operations of theBank in the Agriculture and Rural Development (ARD) sectorof the Philippines, consolidating analytical work carriedout in the past two to three years and provide criticalinputs for project design; and (ii) building capacities anddeveloping a common understanding and platform withcounterparts on how the results of this analysis couldinform future policies and programs in the agriculture andagribusiness sector of the Philippines.The study updatesthe last round of domestic resource cost (DRC) estimationsdone by Gergely (2010), and continues work done onagricultural policy indicators for the Philippines.Therest of this report is organized as follows: the methodologyfor DRC analysis is presented in Section 2.A review ofcommodity profiles and past estimates is provided in Section3.Section 4 presents the results and analysis of applyingthe DRC method.Section 5 summarizes and makes recommendations.
