This report aims at providing theGovernment of Honduras (GOH) with a tool to improveefficiency in the management of existing public resources inthe education and health sectors, in order to increaseaccess and provide better education and health services tothe poor. Specifically, the objectives of the study are to:i) identify how resources are allocated and used in theeducation and health sectors; ii) identify leakages andinefficiencies in the system; iii) analyze how existingmanagement models perform and how different publicmanagement instruments are applied in each sector; and iv)issue recommendations for improving the management ofresources in the education and health sectors. The educationand health sectors account for 46.2 percent of CentralGovernment expenditures and have been highlighted as majordrivers of growth. The main focus of the analysis in theeducation sector are the funds allocated to human resourcesgiven that it accounts for more than 80 per cent of thebudget. The report presents the methodology and mainfindings from the survey that was carried out betweenNovember 2008 and October 2009.The main recommendation ofthe report is that an effort should be made in order toimprove the scope, quality and transparency of theinformation collected on the provision of education andhealth services.
