【 摘 要 】

Education and skill development haveplayed a crucial role in economic growth, poverty reductionand social transformation in Bangladesh, particularly theinclusion of women in the labor force in the last decade.Bangladesh has made impressive gains in improving access toeducation, reaching the Millennium Development Goals (MDG)of gender parity at the primary and secondary levels.Increased access to secondary education among girls over thepast twenty years appears to have produced a powerful agentof social mobility as it is likely that many of the younggirls who benefitted from the female stipends in the early90s have now entered the labor market and may be enjoyinghigher earnings than older female cohorts. The widespreadentry of women into the labor market has been a leadingfactor in the rapid expansion of the garment industry. Witharound USD 15 billion in export value in 2010, the readymadegarment industry is currently Bangladesh's mostimportant industry sector (McKinsey and Company 2011). Inthis context, a policy note on the skills development isbeing prepared to discuss the issues of the linkage betweeneducation and skills development and the labor market. Thepolicy note, together with two other policy notes on accessand equity, and quality of education, will be part of theBangladesh Education Sector Review (ESR). The ESR isdeveloped for diagnosing the current educational situationin Bangladesh and discusses different policy options for theway forward. The skills development policy note aims toassess the flow and stock of today's skills demands andsupply, in the areas of formal and informal sector labormarket, as well as the overseas labor market where a largenumber of Bangladesh seeks for employment opportunities. Italso aims to discuss the skills required for Bangladesh todevelop when achieving the status of the middle incomecountry as stipulated in the vision 2021. As part of theskills policy note, the Enterprise-based Skills Survey (ESS)has been conducted. This background report documents thetechnical properties of the ESS and discusses the generalresults of the survey.
