【 摘 要 】
Forest resources directly contribute tothe livelihoods of 90 percent of the 1.2 billion peopleliving in extreme poverty and indirectly support the naturalenvironment that nourishes agriculture and the food suppliesof nearly half the population of the developing world.Forests also are central to growth in many developingcountries through trade and industrial development. However, mismanagement of this resource has cost governments revenuesthat exceed World Bank lending to these countries.Illegallogging results in additional losses of at least US$10billion to US$15 billion per year of forest resources frompublic lands. If captured by governments, these losses couldsupport expenditures in education and health that willexceed current development assistance to these sectors.Forests also are central to maintaining the environmentalcommons. Nearly 90 percent of terrestrial biodiversity isfound in the world's forests, with a disproportionateshare in the forests of developing countries. Most of thecarbon emissions of developing countries come fromdeforestation, which accounts for between 10 and 30 percentof global carbon emissions. Growing forests are a valuableresource not just for their timber and biodiversity valuesbut also for their prospective value if a global marketemerges for the sequestering of carbon from forests. AForest Strategy for the Bank that can make an effectivecontribution to poverty reduction and environmentalmanagement is central to achieving the MillenniumDevelopment Goals (MDG).These goals include increasingschool enrollment, reducing child and maternal mortality, expanding health services, eliminating gender disparities, and improving environmental management for sustainabledevelopment. This publication is accompanied by a CDcontaining background materials on how the World Bank'sForests Strategy was developed, including the stakeholderconsultative process, as well as information on the role offorests in poverty reduction, economic development, and theprovision of environmental services that helped to shape thestrategy. World Bank safeguard policies relevant to forestsand a short video highlighting the strategy'sobjectives are also included in the CD.The Appendixes,Notes, Boxes, Figures and Tables are included as Volume 2.
