【 摘 要 】

Food production is not keeping pace withAfrica's rapidly growing needs. Aid programs in the1970s and 1980s were considered a temporary solution to themost appalling famines, but Africa's food shortageappears to be worsening. This paper discusses the reasonsfor this situation and ways to address it. Africanpolicymakers should consider intensifying and diversifyinglocal production and establishing systems for marketing andsetting prices. Individual farmers or farmers'communities must take the initiative for the farmers whilegovernments must take responsibility for developing andmaintaining total networks.
