【 摘 要 】

This report summarizes the results forthe transportation sector from a larger study, the lowcarbon study for Brazil, developed by the World Bank as partof its initiative to support the integrated efforts ofBrazil to reduce global and national greenhouse gasesemissions, while promoting long-term development. The studycovers four key areas with potential low carbon options: 1)Land Use, Land Use Change and Forestry (LULUCF), includingdeforestation, 2) transport systems, 3) production and useof energy, particularly electricity, oil, gas and bio fuels,and 4) municipal waste, solids and liquids. This study aimsto underpin Brazil's efforts to explore methods forreducing total emissions of Greenhouse Gases (GHGs) arisingfrom all areas of human activity. More specifically, thisstudy seeks to highlight low-carbon alternatives forBrazil´s transport sector. These alternatives couldcontribute positively to the world's climate, as wellas benefit Brazil's socio-economic development. Thetechnical inputs for evaluating potential carbon emissionsreduction will be submitted to the Brazilian government toassist it in the design and deployment of joint planningstrategies in key sectors, including transport. To ensurethat the study targets the most important areas, it adoptsan overarching approach. This means that it made full use ofavailable specialist knowledge (thereby avoiding replicationof effort) by undertaking a comprehensive survey of theliterature and engaging in a wide-ranging consultationprocess with recognized Brazilian experts and governmenttechnical staff.
