The Guinean government assigns acrucial role to agriculture in accelerating growth, reducingpoverty, and creating jobs. This role is inscribed inPoverty Reduction Strategy Paper (PRSP) 3, which wasapproved by the government in May 2013, following PRSP 2(2007-2010) and PRSP 1 (2002-2006). As part of the revivalof its agricultural development strategy, the governmentthrough the Ministry of Agriculture expressed its desire foran agricultural public expenditure review to be carried outin order to learn from past experience and to improveperformance in the medium term. This request was accepted bythe NEPAD Planning and Coordinating Agency. The cost of thisreview was met by the strengthening national comprehensiveagricultural public expenditure in Sub-Saharan Africaprogram and co-funded by the Bill and Melinda GatesFoundation and the CAADP Multi-Donor Trust Fund. The goalsof the 2003-2012 agricultural public expenditure review inGuinea are as follows: gain a better understanding of thecountry's performance in the context of the 2003 Maputodeclaration; seek and recommend corrective actions forexisting programs and suggest appropriate actions for futureprograms with a view to improving their impact and makingthem more efficient and equitable; and increase thevisibility of the government and the DPs over thesector's absorptive capacity so that the decision maybe made to allocate more resources to agricultural development.
