This evaluation is the first of a seriesthat seeks lessons from the World Bank Group'sexperience on how to carve out a sustainable growth path.The World Bank Group has never had an explicit corporatestrategy on climate change against which evaluativeassessments could be made. However, a premise of thisevaluation series is that many of the climate-orientedpolicies and investments under discussion have closeanalogues in the past, and thus can be assessed, whether ornot they were explicitly oriented to climate changemitigation. Two sets of win-win policies are perennialtopics of discussion in the energy sector: reduction insubsidies and energy-efficiency policies, particularly thoserelating to end- user efficiency. This report looks atthese, and at another apparently win-win topic: gas flaring.Flaring is interesting because of its magnitude, the linksto pricing policy and to carbon finance, and the existenceof the World Bank-led initiative to reduce flaring.
