Ningbo serves as the Chinese pilot cityfor the World Bank Climate Resilient Cities (CRC) Program.The CRC program aims to, prepare local governments in theEast Asia region to better understand the concepts andconsequences of climate change; how climate changeconsequences contribute to urban vulnerabilities; and whatis being done by city governments in East Asia and aroundthe world to actively engage in learning capacity building,and capital investment programs for building sustainable,resilient communities. This local resilience action plan(LRAP) had four parts. Part one investigated natural hazardsweather observations and climate models. Seven key climaticparameters were selected: temperature, rainfall, drought,heat wave, flood, tropical cyclone, and sea level rise. Parttwo examined how the city functions, and pursuessocio-economic development through a city vulnerabilityassessment. The qualitative, city vulnerability assessmentwas based on five sectors- people, infrastructure,environment, economy, and government. Each sector wasanalyzed extensively on a range of issues, and compared toother similar Chinese cities to more accurately judge itsperformances. Part three is the gap analysis. It wasperformed to understand the government actions and theireffectiveness to respond to natural disasters, and whetherthe current and planned policies and programs address thecurrent and future climate change impacts and naturaldisasters. This part was supported by the followinginventories: inventory of natural disasters, and inventoryof policies and programs. Part four therefore was to developrecommendations for each of the city vulnerability sectors.The 70 plus recommendations are specific to Ningbo'svulnerabilities and risks. They are described briefly,intended to serve as an introduction. Feasibility studiesare recommended before further action or implementation.
