【 摘 要 】
This study aims to contribute to thedebate about the appropriateness of health-relatedMillennium Development Goals (MDGs) for the countries of theEurope and Central Asia region. It is primarily addressed atpolicy advisors and senior analysts at the local, regional,and global level, who could influence the strategicdirections of policymakers. The study is of particularrelevance to international development institutions and UNorganizations, who might have to reconsider the focus oftheir health-related development assistance to the countriesof the ECA region. The study examines how appropriate thehealth-related MDGs are for the countries of the ECA regionby analyzing the impact of the following four scenarios onlife expectancy at birth: achieving MDG targets for infant,child, and maternal mortality; reducing infant, child, andmaternal mortality to EU levels; reducing infant, child, andmaternal mortality to the lowest subregional levels;reducing deaths from cardiovascular disease and externalcauses of death to EU levels. Because national registrationdata on infant and child mortality in countries of CentralAsia and the Caucasus underestimate the true figure, thefirst three scenarios were recalculated for these countriesin an additional calculation, using survey-based World Bank data.
