【 摘 要 】

In recent years, the countries of Europeand Central Asia (ECA) have experienced a marked decline ininvestments by international private operators/investors inlocal infrastructure-much in line with the trend observed inother emerging markets. This decline has been particularlysignificant in the local water and energy sectors.In lightof the increasingly tight fiscal constraints faced bygovernments across ECA, there is a strong need to developalternative Public-Private Partnership frameworks that couldattract private investors to the local infrastructuresector.The growing challenge is to identify and implementadequate financing frameworks and modalities of publicsupport Public-Private Partnerships that would be sufficientto attract participation of private investors in localinfrastructure without increasing the risk of moral hazard.The objective of this paper is to explore possible elementsof an alternative PPP framework that could help governmentsin ECA to meet this challenge. The paper identifies keyimpediments to the development of Public-PrivatePartnerships in local infrastructure in ECA and discussesthe elements of the proposed Public-Private Partnership framework.
