Côte d’Ivoire’s Infrastructure : A Continental Perspective

Infrastructure contributed 1.8percentage points to Cote d'Ivoire's annual percapita GDP growth over the mid-2000s before conflict beganto erase the country's infrastructure and its growthcontributions. Raising the country's infrastructureendowment to the level of the region's middle-incomecountries could boost the growth rate by a further 2percentage points. Private sector contracts signed in the1990s resulted in improved operational performance andfunding for investments in the water, power, transport, andICT sectors. Impressively, those contracts survived thecrisis and delivered uninterrupted service. But privateinvestment flows have decreased since the mid-2000s. Coted'Ivoire's most pressing infrastructural challengewill be to regain the financial equilibrium needed torestore a reliable energy supply.Reestablishing theprominence of Abidjan's port will require investmentsin terminal capacity and road and rail infrastructureupgrades on hinterland linkages. The underfunding of roadmaintenance and poor sanitation are additional challenges.Cote d'Ivoire's annual infrastructure spending was$750 million in the mid-2000s, with going to power sectoroperations and maintenance. If the underpricing of power andother inefficiencies (valued at $200 million annually) wereeliminated, the country s annual infrastructure funding gapwould amount to $1 billion, and infrastructure goals couldbe reached within 20 years. Cote d'Ivoire's hasrelatively good prospects for bridging its funding gap byraising public investment from its low current level,choosing more efficient technologies, and harnessingadditional private investment for infrastructure.
