【 摘 要 】
In this paper, a unique post-earthquakesurvey designed to provide a rapid assessment of foodinsecurity in Haiti is used in order to see how adequatelyemergency assistance programs have been allocated. Whenmodelling the impact of various covariates upon assistanceallocation, the location of households emerges as the maincriterion. This helps to explain why, five months after thequake, government and agencies still seemed unable toprovide an efficient allocation of emergency assistance.What is more, those who benefited less from assistanceappeared to be on the one hand families headed by women andon the other hand households with disabled members: thisobviously runs counter to an "optimal" targetingthat would make the most vulnerable ones eligible forassistance in priority. Furthermore, the fact thatassociations may favour assistance allocation is aninteresting result that should be considered further. It isalso found that asset losses had no significant impact onthe food consumption score, whereas household pre-earthquakewealth did. This result demonstrates that the impact of theshock has been buffered when households had previouslyenforced coping strategies, regardless of the effects ofemergency assistance programs.
