The Colombo Municipal Council (CMC), incollaboration with the World Bank, UNDP, UNCHS (HABITAT) andthe Western Provincial Council (WPC) in Sri Lanka, launcheda project in February 2000 to formulate a comprehensivestrategy framework and a perspective plan of action fordevelopment of the city. The purpose was to identify keyareas and issues that need systemic and planned attention ofthe Council and other major stakeholders and to developappropriate strategies to address them. A Senior Consultantwas assigned to the CMC by the sponsors to help formulatethe strategy through a consultative process. In formulatingthe strategy framework, the CMC consulted a wide variety ofstakeholder groups through a series of formal and informalconsultations. They included civil society partners such asNGOs and CBOs, representatives of the poor; senior municipalofficials; and leading private sector representatives, i.e.,major investors, realtors, developers and Chambers ofCommerce & Industry. Their views, ideas and suggestionswere reviewed and those compatible with the developmentvision and thrust identified by the CMC task forces andstakeholder consultations are incorporated in this strategyframework. All stakeholders, particularly the privatesector, considered the opportunity as an unprecedented moveby the CMC and WPC. They welcomed the offer to join in thisunique partnership-building exercise in city management andhave assured the city administration of their wholehearted cooperation.
