【 摘 要 】
There are more poor people and povertyreaches further into middle-income countries around theworld than ever before. Adequate governmental capacitydevelopment is considered one of the critical missingfactors in current efforts to reduce poverty and, by doingso, to meet the millennium development goals. If thedevelopment of sustainable capacity is not given greaterattention in the near future, development efforts in thepoorest countries are expected to fail even if they aresupported with substantially increased funding. Oneeffective way to improve the quality of democraticgovernments is by their learning from the past and from eachother's experiences. But to what extent are governmentscapable of and/or willing to learn? And if they are, whatare they supposed to learn-and how? Is the way they learndifferent from the way individuals or organizations learn?Under what conditions do they learn best, and to what extentcan learning events enhance their capacities to improve theperformance of their public sectors? These and many relatedquestions are examined in the black box of governmental learning.
