【 摘 要 】

Governmental learning has amultidisciplinary research tradition and a plethora ofliterature exists on organizational as well as policylearning. Different concepts for structured learning fromevaluation results on the governmental level exist. It iscommon to all that they depend on a careful selection ofparticipants and that the political, cultural, andinstitutional environment is key to the ultimate success ofmany governmental learning activities. Policy learning canbe fostered by various types of organized activities, whichrange from peer review frameworks often focused onaccountability to international learning processes based onconcepts like the governmental learning spiral. This paperdiscusses and analyzes four examples of evaluation-basedgovernmental learning organized in the framework of theWorld Bank. This contribution will reflect on differentstreams of learning theories for the governmental level, asthey represent assumptions and motivations for organizedlearning in governments. The governmental learning spiral,an eight-stage approach to learning from evaluation, ispresented, including in the case studies. This article willconclude by reflecting on the concept of the governmentallearning spiral and its relation to different levels oflearning. This paper is organized as follows: chapter one isintroduction; chapter two gives learning theories for thegovernmental level; chapter three presents concept of thegovernmental learning spiral; chapter four gives four casestudies; chapter five presents lessons; and chapter sixpresents outlook.
