【 摘 要 】

This report studies impediments toinvestment and private sector development in Albania, Bosniaand Herzegovina, Bulgaria, Croatia, the former YugoslavRepublic of Macedonia, Moldova, Romania, and Serbia andMontenegro. It aims to yield fundamentally new insights forimproving the region's business environment, economicdevelopment, and prospects for growth. It focuses on fourcore topics: 1) Business competition and economic barriersto entry and exit; 2) Access to regulated utilities andservices; 3) Corporate ownership, transparency of businessaccounts, and access to finance; and 4) Mechanisms forcommercial dispute resolution. Each topic is empiricallyinvestigated across all eight South Eastern Europeancountries through the systematic use of data from multiplesources: Official data from each country in the region;results from two annual rounds of quantitative, firm-levelsurveys covering 1,600 firms; and results from 40 originallydeveloped enterprise-level business case studies. The resultis an innovative analysis of cross-country comparisons andthe development of key policy challenges from a regionalperspective. The report ends by making concreterecommendations for reforms that would ease the constraintson domestic and foreign investment, an essential step insustaining growth and reducing poverty in the region.
