An analysis of Jamaica'sagriculture support policies and programs shows thatJamaican consumers are financing the bulk of supports to theagriculture sector. This report estimates the agriculturepublic support policies and programs of Jamaica between 2006and 2011. This analysis of the agriculture programs andpolicies provides an understanding of the level andcomposition by type of support for different crops andlivestock producers during 2010-2011. The estimate of totalagriculture supports (measured as the total supportestimate, TSE) in Jamaica in 2011 was approximately UnitedStates (U.S.) 675 million dollars (J$58.071 million),representing 4.7 percent of total gross domestic product(GDP) and 22.7 percent of agriculture GDP. Jamaica has beenfacing significant development challenges over the lastthree decades. It is in this context of fiscal restrictionsand potential further economic and social stagnation, thatthe Government of Jamaica and the World Bank have beenprompted to take action to better understand the degree andtype of support Jamaican farmers are receiving. Once thelevel of support is understood within Jamaica'seconomic context, policy and program recommendations can bemade to improve the effectiveness and efficiency of thesupport structure, addressing agriculture sectorcompetitiveness issues and constraints.
