【 摘 要 】
The study begins by stressing threepoints. First, the number of orphans is growing at analarming rate, and therefore the vulnerabilities associatedwith orphanhood require immediate attention. Second, becauseresources are limited and not all orphans are in need ofassistance, there is an urgent need to target assistance tothe neediest children in a nonstigmatizing fashion, withinthe framework of the present limited knowledge of what worksand what does not. Third, although there is still noblueprint on the best way to scale up interventions, theWorld Bank's multicountry AIDS programs (MAPs) do offeran opportunity not only to pilot assistance efforts but alsoto extend assistance to as many of the needy as possible,albeit seeking interagency coordination of efforts both toavoid duplication of efforts and to learn from theexperience of everyone involved in this effort. An importantrationale for such an intervention is to ensure thatorphans' human development (access to health care andeducation) is not in any way jeopardized. Clearly, thechallenge faced by all stakeholders and donors in channelingassistance to the affected children is enormous.
