The delivery of impact mitigationservices has not kept pace with the severity and breadth ofHIV related impacts in Swaziland. It has become increasinglyclear that the emphasis on short term emergency responseinitiatives must give way to long-term initiatives to helpSwaziland cope with the impacts. As a key step in theroll-out of a more coherent and effective impact mitigationresponse of greater relevance, the National EmergencyResponse Council on HIV/AIDS (NERCHA) wants to commission aperiodic Quality of Impact Mitigation Survey (QIMS) tomeasure the quality, relevance, and comprehensiveness ofimpact mitigation services.
